As far as I know, it was indeed created by some of the Rayman 2 developers. It was shared here by Michaël Guarné, the author of L'Histoire de Rayman.

(Chapter 4) Although i don’t know which sound you’re talking about, because there’s lot of unnerving sounds in this chapter I guess it’s ominous_worse, which is an extended version of snd_ominous, but also me and sinedrone_danger_high are way more unnerving in my opinion.
