If you like Howl's Moving Castle, I'd highly recommend reading the book, or anything else by Diana Wynne Jones – she was an incredible writer of children's fantasy, and easily the equal of Roald Dahl or Neil Gaiman (who wrote a great piece about her here).

It reminds me of the walking shell levels. If I had to guess I'd say it's a promotional piece that was created for a poster that would convey some of Rayman 2's design ideas and general feel in an abstract way. Maybe it was never actually used.
