Its name a misnomer, the Fairy Council is notably void of [[Fairy|fairies]]; in fact, it is confirmed in ''Revolution'' that at least [[Ly the Fairy|one fairy]] doesn't live in the council at all.  Instead, the Fairy Council is actually the home of the [[Ludiv|Ludivs]] and the capital of the [[Teensie]] royalty.  It is a very important place, as the [[Heart of the World]] is hidden there.

Surrounded by a tranquil forest, the ominous Fairy Council is mysterious and majestic.  The interior glows with a blue aura and various halls have reflective walls or floors.  Ludivs reside within the council walls in a similar fashion to ants.  Deep within the Fairy Council lies the [[Grand Minimus]]' throne room and the [[Heart of the World]].
 
As alluded to in ''Rayman 2'', the Fairy Council is a sort of central meeting place when trouble strikes the [[Glade of Dreams]].

The Fairy Council begins as [[Murfy]] picks up [[Rayman (character)|Rayman]] and flees from the approaching [[Hoodlum|Hoodlums]].  After escaping the Hoodlums, Rayman and Murfy set out to find [[Globox]], who has Rayman's hands.  As they go, Murfy reads to Rayman the ''Rayman 3'' [[Manual|manual]] and in doing so teaches the player the controls and how to use Combo Mode.  Eventually, Rayman catches up to Globox and helps him out of a barrel.  Rayman gets his hands back and the trio approaches the Fairy Council.  Unfortunately, Hoodlums arrive and storm the Fairy Council before Rayman has a chance to stop them.

Globox hurries ahead, leaving Rayman and Murfy to seek him out once more.  Inside the Fairy Council, Rayman is taught more complex maneuvers (similar to the [[Fairy Glade]]/[[Minisaurus Plains]] in ''Rayman 2'') and battles against his first Hoodlums.  Eventually, [[Andre]] makes his plan known and rushes off in search of the Heart of the World after fighting with a Ludiv.
